$711 million vs. $150 thousand fine for Shane Atkinson of Sancash (VPXL, Herbal King, King Replica, Canadian Healthcare, and multiple other product spam), an affiliate program that was responsible for a very high percentage of all spam being sent up until about a year ago:

It's a tiny fine compared to the amount of money his organization made from spamming.

Unfortunately, since his affiliates (the ones who actually mail the spam) are free to associate with as many affiliate programs as they wish, it hasn't reduced the spam significantly, just shifted it to other brands. And there will be plenty of other programs to step up if the penalties don't amount to more than the cost of doing business.
