There are a lot of things you have running that may be causing the problems. Lets try booting windows cleanly and see if it works any better.

I need you to reboot windows cleanly. To do that please go to the run command and type in msconfig . Once that starts, select selective startup, and then uncheck the load startup items. Now click on the services tab, and down near the bottom of the window, check the box that says Hide all Microsoft Services now go up and uncheck all the services still listed, make sure you scroll down the list if need to unselect all the non Microsoft services. Now click apply, then click OK and reboot the computer.

Start your antivirus manually just to make sure it is still running. Then test out your computer and internet connection and see how the computer and the internet connection is running. Once you are sure how it is going, run msconfig and select normal startup then click apply then OK and let me know how it was going.

the internet connection is still only 1/2 of what it should be in both Mozilla and Chrome browsers.

Go to http://speedtest.net and click on the green button marked begin test. Let me know what the upload and download speed is. Also tell me who your provider is, and what speed you are paying for.

I have the verizon 75/35 package.  The speed test fluctuates between 84-86 mbps /35-39 mbps ^ then it will bog and and drop to 44.70 mbps / 28 mbps  ^ even as low as 10.28 mbps / 9.05 mbps ^.   The drop seems to occur AS the websites are loading and is seems worse in Mozilla than Chrome (mozilla has the status bar to look at that shows it struggling to load the ads etc)

Is this a FIOS connection?

One thing that can affect internet speeds is load in the area. Can you try the speed test again late at night after all the kids in the area have gone to bed? Or really early in the morning before they get up?

the problem started while using cable service, then we switched providers to verizon fios and got new lines and equipment and the problem still existed.  I also disconnected this computer and hooked another up in its place and the other computer worked fine.   Do you still want me to to the late night testing?

No need to.
Go into the control panel and then to the device manager control panel. Open up the network devices and uninstall the Ethernet card then reboot the computer. It should reinstall the card after the restart. Test your connection now.
