Do you know who the BIOS manufacturer is? If you don't know, unhook any hardware not needed to boot and try again, if you still have the same problem, try leaving only a single stick of memory in. If it still will not boot, try swapping memory. If you have more than two sticks, if it fails after trying two single sticks, try putting two in and swapping out memory until you are sure that is not it.
If it were a power supply issue, it would try booting and fail at a specific step. If it were the motherboard, chances are it would not even boot.
