Apologies again, Drive Wiper is not selected.  This is what was selected and causing my problem. Normal file deletion, my c:\ drive and Wipe MFT Free Space. When I unchecked it everything works.  Case closed for me. Sorry for the confusion, I'm still learning.

I've tested it several times, and system restore now works. Drive wiper is now unchecked by me. By default, which is how I was running the program it was checked.  When you did the re-install was it checked?
As I stated previously, the drive wiper being checked by default is fine. The problem comes from actually placing a check in the box for your drive under Tools-->Drive Wiper. By default, nothing is checked there.

I was confused when you mentioned uninstalling and re installing the program I wasn't sure if you had an older version and were going to use that again, my bad. My restore points never disappeared, they just didn't work.  I think I can say the Drive Wiper default setting was messing me up, problem solved. Thanks for spending the time with me!

Just out of curiosity do you use their Registry Cleaning function?
I don't use the registry cleaning function, no need to. The Windows registry has no need of cleaning really...by removing unneeded registry entries you'll notice absolutely no measurable difference. It's better to leave it then to make a mistake and remove something that might be needed.

If you find a minute can you let me know what settings you changed in CCleaner, and what additional boxes you checked?  Maybe a screen shot if possible, then I can set it and forget it!

I changed none of the default settings relative to the system restore or drive wiper. The settings I have that weren't checked by default are related to dns cache, old prefetch, and a few others. Those settings though have nothing to do with the system restore issue.

See my screenshots attached.

edit added:
Notice that in the second picture, there is no check in the box for the option to "Wipe Free Space". It's that box that you would check, using all the other default settings, in order to actually run the drive wiper. With no check there, no drive wiping takes place regardless of those other default settings.
