I have no earlier restore points
The site is in a trusted zone and the protected mode is unchecked
I recreated the low file once will do again
scanner is updated will check again
What file path am I looking for
 I have to be overlooking something

The file path that shows in the footer...

Have you tried printing by using IE with no addons...? Also try clicking the Compatible view option on your browser bar

Check event viewer to see if you are getting any errors...

No luck with printing

I did all that you suggested, no luck.  The footer points to temp and not temp/low, although I have a low folder

This is probably not the fix you are looking for, but it will help pin the problem down a bit. Install Firefox and see if you can print that page from there. If you cannot, then you have malware on your computer. If you can, then it is purely an IE problem. Did you ever try to print this from chrome?

Prints in chrome and safari did not try firefox

on this page that I am having touble with it point to temp folder and not the temp/low folder. It appears ie8 is being directed to the temp folder

when I look at properties security tab under permisions I see S 1 1 ###### I cant write them fast enough then it goes away.  When I go to another tab and come back it does not reapear

Do you have restore turned off..?

A couple of things to try..

*Go to Internet Options>>click Security tab>>click Trusted Sites>>click Sites under the Trusted Sites heading...Uncheck the Require server verification (https:) for all sites in this zone.>>click apply, okay....try and see if it will print now

*Create a new username with admin priviliges...sign into it and see if it will print the site under that profile...

I stumbled upon something tonight that fix my issue, but I do not understand it.
Under Devices and Printers
Printer properties
Security (TAB)
I show under Group or user names
Everyone
CREATOR OWNER
name (name-PC\name)
Administroators (name-PC\Administrors)
Under Permisions
Print  (allow)
Manage this printer (allow)
Manage documents (allow)
Special Permision (blank on allow or deny)
Select the advance button
Every group or user name is listed twice and every other one has blank for Print allow or deny. I selected Print on everyother one and the web site prints. Have not rebooted to see if it holds but why are there duplicated users and every other one is a child object. Second why do I have four users when I am the only one on computer?

I think the easiest way to fix that is to uninstall the printer, reboot and then reinstall it.

The accounts you see are groups and user names...So even if you are the only one with an account..you still have a Creator/owner group..and Administrator group...User name...and everyone..

Administrator group is all in a network with administrator privileges
Creator/Owner is the creator/owner of the document
Everyone is everyone on the network
User Name is account names (each will be listed)

Not sure how you got the duplicates but as Hoov said..reinstall should take care of it..There is also an option to remove a group in the properties>>security>>Highlight the group and click remove..I have never used this as there has been no need..
