Explorer not linking to needed sites

Hi, I have been trying to access numerous provincial sites in order to do research for my business. I have contacted both Norton and Xplornet. They said they have tried everything that they could suggest. I have tried pinging my server with great results, I just cannot connect to sites that I need to. Have any ideas? I have been trying to access gojobs and the Ministry of Natural Resources. When I select the link I get two to three bars and then it goes cannot display this webpage. Try diagnose and it goes to connectivity with the results saying everything is fine. This afternoon, I tried someone elses laptop and connected right away.
