Windows 10 User Account issues

I upgraded from Windows 7 to Windows 10.  Install seemed fine.

Until I tried to update MySQL.  I updated Apache and PHP with no issues.

When I tried to update MySQL, the installer stopped at "10 more seconds..."

I shut down after 1 hour and rebooted.

No, no program can be installed or updated for my user account.

Further, many of the MS programs just quit after opening. (Photos, Store, Skype, Music and Games)  They all work if I log in with another user.

When I try to install / update any program the program just halts at some point.


Is there any cleanup fix I can do short of resetting (meaning I would have to reinstall lots of programs)?

Did you confirm that your system's hardware and software configurations are compatible with Windows 10 before upgrading?

Yes, I confirmed multiple times (over months) before upgrading.  I also made sure all my apps (except Apache, PHP and MySQL) were compatible and updated or removed before upgrading.

The issue seems to be that the MySQL.msi for Win 10 installer locked up parts of this user account (and all users for MySQL) during the upgrade process.  My shutting down after an hour of "10 more seconds..." may have made that worse.

This user account is the only one where this issue appeared.   The Admin and another "regular" user account work fine: Windows Store, Photos, etc apps and other installers work fine there.

Do you have any applications that installed a customized MySql? I had one that when Windows 10 updated MySql it would not run and I could not update MySql with any other updates until I uninstalled that application. Once I uninstalled it I also had to uninstall MySql (because it was still somewhat customized) then install it clean, and then updates went perfectly.
